The future of institutional trading - slower trading through cloud based services?

It is kind of interesting topic for brainstorming. We are aiming to achieve faster speed with hardware acceleration. however some are already thinking to achieve better performance by slowing down the executions. However will it really make sense? Both strategies have same logic, a slower one can get better executions?
